Inter-Pasteurien Concerted Actions (ACIP)

2010 Call for Proposals

Objectives

The main objective of ACIP support is to facilitate the development of new collaborations between the institutes of the Institut Pasteur International Network, for research concerning public health.

ACIP financing is aimed to encourage the set-up of projects at the following levels:

1) Pilot studies (20.000 – 50.000 €) based on an original idea concerning a non-explored public health problem. This project will aim at the production of preliminary results enabling the evaluation of the initial scientific hypothesis; possibly including « risk » innovative approaches and which could lead to a more important project to be submitted to national and international funding agencies (ANR, PTR, EC, Gates, Wellcome…).

2) Complementary projects (max. 40.000 €) to integrate at least two new groups from the International Network in an existing international consortium or within the framework of an international project already supported. Complementary funding will only be granted to a well-contained project supporting the scientific approach of the initial project;

3) Financing of workshops (15.000 €) to elaborate a project proposal within the framework of an identified international call (ANR, PTR, EC, Gates, Wellcome…)

Evaluation criteria

The Direction of the International Affairs, with the help of an evaluation committee and external experts, will select the proposals corresponding to the following strategy:

- The proposal will be judged on :

1) its scientific relevance (in terms of advancement relative to the actual state of the art);
2) its scientific design and the possibility to answer, in a two year period, a well-defined hypothesis (quality of the construction of project, scientific feasibility, choice of methods and techniques, quality of coordination structure (role of the different partners, complementarities), calendar)
3) its integration in the strategy of development of the different institutes;
4) the considered scientific perspectives and its competitiveness at the international level;
5) its potential to develop to more important financing

The proposal has to promote the participation of young researchers in the scientific reflection and has to aim at a collaboration of at least three institutes of the Institut Pasteur International Network.

The participation of external partners is encouraged. The association with external groups having their own financing will be supported. Partial financing of the partner may be considered, particularly for travel supports, aiming at the preparation and coordination of the project.

Operational structure

A coordinator for each ACIP will be appointed by the participants of each proposal. The coordinator will be a researcher of an institution which is part of the Institut Pasteur International Network. The coordinator will be responsible for the chairing, the follow-up and the execution of the project to the scientific and administrative levels.

Duration

The maximum duration of an ACIP is 2 years.

Budget and evaluation criteria

The granted budget will be in accordance with the type of the project proposal (see objectives1 to 3), and should be explicitly mentioned.
The budget will have to be detailed and justified (see annex).

The ACIP financing can not be used for personnel costs, except for field costs (e.g. the supervision of sampling or the sampling itself).

For complementary support of already existing projects, only independent sub-projects will be eligible. Funding proposals aiming at e.g. the partial financing of consumables, equipment… will not be supported.

End of project reports, conditions of renewal

- A final report (scientific and financial) will have to be addressed to the Direction of International Affairs, 3 months following the end of the contract including the list of the publications (submitted and in preparation) and oral presentations.
- An additional third-year will only be exceptionally granted. The demand will be examined, on the basis of the established results and of its competitiveness in terms of quality and of priorities.
- For financed workshops: A full report of a financed workshop will have to be addressed to the Direction of International Affairs 3 months following the end of the contract. The final proposal, which will be submitted to the corresponding international funding agency, should be included.
- Any team who has benefited from an ACIP and failed to submit a final report will not be eligible for a next submission.

Submission calendar

The downloadable submission forms (scientific and financial) have to be submitted as pdf files to acip@pasteur.fr before 26/02/2010 at 12:00 am (Paris time).
The results of the evaluation will be communicated by e-mail by the end of June.
